Bonded policy supports cultural trade in Beijing

The National Foreign Cultural Trade Base (Beijing), located in Tianzhu Comprehensive Free Trade Zone, is an important window for China's cultural trade. Combined with the positioning and needs of the base, Tianzhu Customs has created a supervision model that supports the development of service culture bonded business. In the first 10  months of 2022, Tianzhu Customs supervised a total of 2,370 imported relics and artworks, with a value of $94.3496 million, which strongly enhanced the development of cultural trade.

The large-scale exhibition of overseas cultural relics benefits from the bonded policy of the zone. Overseas collections are exhibited in the bonded area, and there is no need to pay a lot of taxes and deposits, which greatly reduces the cost of exhibition. In addition, thanks to the close distance between the zone and the Capital Airport Port, it only takes 15 minutes for exhibit items to be transported from the airport to the exhibition hall.

In addition, cultural relics and artworks exhibited in the zone are exempt  from submitting supervision certificates. The customs and cultural relics departments have established a long-term cooperation mechanism in cultural bonded supervision. The zone conducts on-site supervision and appraisal of cultural relics,   helping enterprises save funds while reducing the number of procedures. 

According to Hu Xu, director of Tianzhu Customs, in combination with the positioning and needs of the National Foreign Cultural Trade Base (Beijing), Tianzhu Customs has created "in-area storage + out-of-area exhibition auctions", "in-area exhibitions + online transactions" and "bonded exhibitions". "Trading" three customs supervision models support the development of cultural bonded businesses, and encourage the return of overseas cultural relics.

At present, Beijing has become an important window for the exchange of cultural relics and artworks and a major port for the return of overseas cultural relics.
