Opinions on Promoting Innovative Development in the Cultural and Creative Industry

1. Four principles and six important achievements

(1) Four principles

a. Follow the principles of core socialist values and prioritize social benefits while achieve economic growth.

b. Preserve traditional ways of life while promoting the blossoming of originality and development of culture across the country. Enhance cultural creativity and develop pathways for it to become deeply integrated with related industries.

c. Focus on big-budget development of the cultural and creative industry and use innovation to continuously improve the quality of its products.

d. Ensure proper resource allocation, links to other industries, and geographical distribution of creative industry enterprises.

(2)  Six major objectives

a. To create more world renowned cultural institutions and creative talents in the country.

b. To produce more influential original cultural works.

c. To develop several leading demonstrative enterprises in the industry.

d. To establish several creative arts industrial parks with concentrated competitive power.

e. To create uniquely Chinese cultural brands with elements of Beijing culture.

f. To construct a modern cultural market system.

g. To establish a competitive cultural and creative industry zone with powerful competitiveness and cultural influence.

 

2. To construct a chain of production and distribution of cultural content

(1) Two directions

a. To promote the integration of culture and technology.

b. To strengthen the protection and utilization of intellectual property rights and expand the effective supply of cultural products and services; improve the system for protection and distribution of intellectual rights and set up more centers for creating original content.

(2) Nine priority areas

a. creative design

b. media convergence

c. radio, film and TV

d. publications

e. animation and video games

f. performing arts and entertainment

g. cultural expos and traditional folk arts

h. creating more art exchanges

i. creating think tanks for the creative industry

 

3. To carry out promotional acts for the creative industry

(1) Actions for expanding cultural spaces

a. Optimize the layout of CCI Functional Areas, CCI Demonstrative Regions, CCI Zones,

b. Enhance the protection and utilization of old factory buildings.

c. Encourage and support monetization of libraries, art galleries, and museums’ open spaces.

d. Strengthen cross-regional cooperation, implement the Bejing-Tianjin-Hebei coordinated development project.

(2) Support key enterprises

It is necessary to formulate and implement a strategy during five years to cultivate one or two creative enterprises that would earn over 100 billion yuan ($14.38 billion) a year and five or more creative enterprises that can earn over 50 billion yuan per year; form 100 companies in the creative industry with superior brands, innovation or scale; and to annually support 200 small and medium sized enterprises with abilities to innovate.

(3) Actions for guiding major enterprises

In order to establish a guidance system for investing in creative projects, the scope of resources available for development of projects should be expanded. In addition, capital intensive projects should be promoted and supported.

(4) Actions to promote the consumption of products from the creative industry

a. Continue running the yearly “Beijing People Beneficial Cultural Consumption Season”.

b. Improve the functionality of the “culture-easy card” and give out coupons to free shows allowing more people accessible to cultural performances without financial hindrances.

c. Promote the integration of culture, art and business; and build an alliance of cities whose primary output is creative industry products and services.

(5) Actions to promote cultural trade

a. Set up a channel for trade in products from the cultural industries.

b. Support international brands in doing business in China and participating in exhibitions.

c. Help enterprises to apply for the designation of national key cultural export enterprises.

d. Attract foreign cultural enterprises to establish a base in Beijing.

e. Promote projects that help Beijing culture development.

f. Formulate policies for creating a “National Base for International Cultural Trade” and establish a service center for bonded areas trading in cultural products.

(6) Actions to innovate the model of financing cultural projects

a. Explore a model for integrated development of culture and finance.

b. Improve the service system for investing in cultural and creative industries.

c. Open a green channel for market listing of creative industry enterprises.

d. Establish a platform for Beijing equity transfer between companies in the creative industry.

e. Encourage financial institutions to set up professional departments for supporting creative enterprise development.

f. encourage insurance institutions to design new creative enterprise related insurance products and improve the marketing system of finance services and enterprise credit evaluation systems for creative enterprises.

(7) Actions to establish powerful brands in the creative industry

a. Support and reward creation of products or content in the creative industry.

b. Promote leading companies in the industry.

c. Promote top brands originating from the creative and cultural industries and people who made great contributions to the industry.   

(8) Necessary actions to improve service platforms

a. Improve the quality of service at service platforms that help cultural and economic enterprises deal with government policies.

b. Accelerate the establishment of platforms that provide professional services to the creative industry.

c. Improve the service platform for managing intellectual property rights.

(9) Actions to attract talented individuals into the cultural creative industries

a. Build a large pool of talents.

b. Encourage cooperation with vocational educational institutions and build training bases for people who want to enter the creative industry.

c. Introduce more foreign creative talents.
